Road Finance, Design and Maintenance Programme Committee
The focus of this committee is on: the funding of road infrastructure; tolling; design; road construction. Themes for ETC 2005:
- Comparison between conventional road financing (taxes and levies) and alternative road financing schemes.
- Worldwide experience with alternative payment/financing schemes (direct tolls, shadow tolls, availability fees, etc.).
- Worldwide experience with road funds.
- Road Pricing at local and national levels.
- Economic and financial analyses of PFI, PPP and BOT initiatives. Do new institutional models provide efficient road infrastructure?
- Experience with the use of performance contracts with private contractors/operators.
